The primary focus of ROLSES is to align with the Growth Opportunity Initiative.

- Target areas recently affected by unrest.
- Support the education and employment strategies.
- The Youth Diversion Plan – Provides opportunities for early identification of at-risk youth and for redirecting youth increasing opportunities for early identification of at-risk youth and for redirecting youth.
- Focus on long-term solutions to community violence and unrest.
- Integrate support services to overcome barriers to employment.
- Foster a supportive environment for personal and professional growth.
